12th December, 1891,
With reference to your letter of the 18th
ultimo stating that the Government of Hong Kong has re- quested that ten prison Warders may be engaged and sent out from this country as soon as possible,I am directed by Mr Secretary Matthews to acquaint you, for the information of Secretary Lord Knutsford that, as the information furnish- ed in the Memorandum of particulars of engagement which accompanied your letter is defective in some particulars, such as providing passage out and home,it would be conve- nient if complete information in accordance with the form enclosed, which the Directors have proposed to adopt for future cases of prison officers being required for service
in the Colonies,could be supplied.
As it is not likely that officers of the rank of Warder will be available between the limits of age specified (25 to 35) it is proposed to allow Assistant
Warders also to volunteer.
It would be also well to know, before
actually inviting volunteers, whether married quarters will
be available.
I am,
The Under Secretary of State
Sir.
Your obedient Servant,
Grapey Lushington
